CPV codes: what they are and how to choose them for public tenders

How to read a CPV code and which codes to follow in your field

Every tender has a code. If you know yours, you stop missing notices.

Public authorities describe what they buy with CPV codes. Searching for tenders by keywords alone misses notices worded differently; following the right codes shows you all of them.

The right code beats ten keywords.

In short: the CPV code (Common Procurement Vocabulary) is the European Union nomenclature that describes the subject of every public procurement, established by Regulation (EC) No 2195/2002 and updated by Regulation (EC) No 213/2008. It has 8 digits plus a check digit, for example 45000000-7, Construction work. The first two digits show the field, and each additional digit narrows it down. Every notice in SEAP, the Romanian public procurement system, has a main CPV code: you choose the codes of your field and follow the tenders published under them.

How to choose codes for alerts

Frequently asked questions

Short answers about CPV codes and tenders.

What is a CPV code?

The code from the Common Procurement Vocabulary (CPV), the EU nomenclature used in public tenders across the Union to describe what is being bought. It has 8 digits and a check digit, for example 72000000-5 for IT services.

Where can I find the full list of CPV codes?

In the annex to Regulation (EC) No 213/2008, on EUR-Lex, and in the downloadable CPV file on TED (ted.europa.eu), with the names in all EU languages. The nomenclature has 9,454 codes.

How do I find the CPV code for my field?

Start from the division of your field (the first two digits, for example 45 for construction or 90 for cleaning and waste) and go down to the group and class that describe exactly what you do. Also check the award notices in your field: they show the codes authorities actually use.

What does the digit after the hyphen mean?

It is the check digit. It verifies that the code was written correctly and does not change its meaning.

Can I get tender alerts for my field?

Yes. In Firmeo alerts you choose the fields and counties and receive new tenders by email, every hour or once a day. The first 7 days are free, then subscriptions start at 449 lei per month, excluding VAT.

What is the difference between a CPV code and a CAEN code?

The CAEN code describes a company’s activity (what the company does), the CPV code describes the subject of a public procurement (what the state buys). A company with a single CAEN code can bid in tenders under several CPV codes.
