How to use the list of public tenders

The list above collects the notices published by contracting authorities in SEAP (e-licitatie.ro), Romania's electronic public procurement system: open procedures, awarded contracts and direct purchases. You can filter it by county, contract type, field and date, and searching is free.

Three types of notices, three different uses

over 49,000 noticesInitiation

Procedures that are still open for bids. The notice shows the contracting authority, the estimated value, the submission deadline and the CPV code. These are the ones to look for when you want to take part.

over 43,000 noticesAward

Contracts already awarded, with their value and award date. Use them to see what an authority buys, at what values and how often, before its next procedure.

over 1.1 million noticesDirect purchases

Low-value purchases made without a tender, below the thresholds in art. 7 para. (5) of Law no. 98/2016. They are the most accessible entry point for a small or new company.

The number of notices in the Firmeo database grows every day. The updated total for the selected type is shown above the table.

How to find the right tenders for your company

  1. Choose the notice type. Initiation if you want to bid now, Award if you are studying the market, Direct purchases for small, fast contracts.
  2. Narrow down the area. Under “Location” choose one or more counties or localities. This way you only see the authorities you can deliver to or carry out works for.
  3. Choose the contract type. Supply (products), Services or Works.
  4. Choose the field. The 12 categories, from Construction and Health to Information technology, group the notices by the subject of the contract.
  5. Sort the results. By publication date, by deadline (so you do not miss procedures that close soon) or by estimated value.

Your filters stay saved while you browse the site, so you can open a notice and come back to the same list.

What to check in a notice before you apply

From notice to bid

Firmeo helps you find the notice. The bid is submitted in SEAP, not on Firmeo. To do that, the company must be registered in SEAP as an economic operator, with a qualified digital certificate. In the procedures that require it, you also fill in the European Single Procurement Document (ESPD), then upload the technical and financial proposals before the deadline.

If your company also wants to bid with subcontractors or as part of a joint venture, check the partner by tax ID (CUI) before signing a cooperation agreement: company status, balance sheet and contact details.

When email alerts help you

You consult the list on this page yourself, when you have time. If tenders in your field appear often and deadlines are short, it is safer to receive them automatically: with Firmeo public tender alerts you choose the fields and counties, and new notices arrive by email. Besides SEAP, the alerts also cover the Official Gazette, the national press and other portals where procurement notices are published.

Frequently asked questions

Short answers about searching public tenders.

What is the difference between initiation, award and direct purchase?

An initiation notice announces a procedure for which bids can be submitted until the deadline. An award notice is published after the contract has been signed, with its value and award date. A direct purchase is a low-value purchase made without a tender, below the thresholds in art. 7 para. (5) of Law no. 98/2016.

How do I find the public tenders in my county?

Choose the notice type, then select the county or locality in the “Location” field. You can choose several localities at once and narrow the list by contract type (supply, services, works) and by field.

What does the estimated value in a tender notice mean?

It is the value calculated by the contracting authority before the procedure, excluding VAT. It shows the order of magnitude of the contract. The final price is the one in the winning bid and appears in the award notice.

How do I submit a bid in a public tender in Romania?

The bid is submitted electronically in SEAP (e-licitatie.ro), by the deadline in the notice. The company must be registered in SEAP as an economic operator, with a qualified digital certificate. The tender documentation and qualification requirements are also downloaded from SEAP. Firmeo displays the notices but does not take bids.

What is the CPV code in a tender notice?

CPV (Common Procurement Vocabulary) is the European classification that describes the subject of a public contract. Each notice has at least one CPV code. On the CPV codes page you will find the most used codes, grouped by field.

How often is the tender list updated?

New notices from SEAP are imported daily, for all three types: initiation, award and direct purchases. The total shown above the table changes along with the database.
